This bill authorizes the town of Hingham to transfer certain parcels of land to the Massachusetts Department of Transportation for highway purposes, despite any conflicting laws. The parcels, which include land currently designated for park, conservation, and recreation, are identified in a specific plan dated July 1, 2026. In exchange for these transfers, the town will receive an approximately 8-acre parcel of land for conservation purposes, as well as financial compensation from the Department of Transportation amounting to at least 110% of the fair market value of the transferred lands, determined by a professional appraisal.

Additionally, the bill outlines that the Massachusetts Department of Transportation will cover all costs related to the necessary engineering, surveys, appraisals, and deed preparation for the conveyances. The appraisals will be reviewed by the inspector general, who will provide a report to relevant legislative committees prior to the execution of the conveyance. The act will take effect immediately upon passage.
