This bill amends section 58 of chapter 140 of the General Laws to establish new educational requirements for obtaining and renewing Class 2 motor vehicle licenses. It mandates that applicants must complete 8 hours of educational training related to the used car industry, provided by organizations certified by the Massachusetts Independent Automobile Dealers Association (MIADA). MIADA is tasked with creating a minimum core curriculum and a standardized test for the training, and upon successful completion, applicants will receive a Class 2 education certificate. Additionally, all Class 2 licensees must complete 4 hours of continuing education every two years to maintain their license.

Furthermore, starting July 1, 2027, municipal licensing authorities will be prohibited from issuing or renewing Class 2 licenses unless applicants present a valid Class 2 education certificate. This requirement aims to ensure that all Class 2 licensees are adequately educated on the relevant rules, regulations, and laws governing the used car industry, thereby enhancing professionalism and compliance within the sector.
