The commissioner is required to offer the municipality the opportunity to lease the property under terms deemed appropriate, including rent and other considerations, with the lease term not exceeding 30 years.

Additionally, if the municipality expresses its intention to enter into a lease within 30 days of receiving the commissioner's notice, both parties are to promptly begin negotiations regarding the lease and other agreements related to the use, operation, maintenance, repair, and improvement of the skating rink and facility. This amendment aims to ensure local municipalities have a chance to engage in the leasing process before the state seeks other potential lessees.
