This bill authorizes the town of Southborough to grant an additional license for the sale of all alcoholic beverages not to be consumed on the premises, specifically to Costco Atlantic Liquors, Inc., located at 21 Coslin Drive. This license will be granted notwithstanding section 17 of chapter 138 of the General Laws, meaning that the usual restrictions of that section do not apply. The licensing authority is prohibited from transferring this license to another location but can issue it to a new applicant at the same location if certain conditions regarding good standing with the department of revenue and the department of unemployment assistance are met.

Additionally, if the license is terminated, not renewed, or otherwise becomes inactive, it must be returned to the licensing authority, which can then reissue it to a new applicant at the same location within three years. The bill stipulates that the license must be issued within two years of the act's effective date, and if granted within that timeframe, it can be transferred to a new applicant under the specified conditions thereafter. The act will take effect upon its passage.
