This bill authorizes the Massachusetts Department of Transportation to convey approximately 21.55 acres of vacant land in Fall River to the Fall River Redevelopment Authority. The land, previously used for highway purposes, will be conveyed despite existing laws that may otherwise restrict such actions. The parcels are specifically bounded by various streets in Fall River and will be described in a survey to be filed with legislative committees within 180 days of the act's passage. The conveyance will occur for a nominal fee of $1.00, and the Fall River Redevelopment Authority will be responsible for all associated costs, including engineering and appraisal expenses.
Once acquired, the Fall River Redevelopment Authority may develop, sell, or lease the land for various economic purposes without needing to adhere to an urban renewal plan. The bill stipulates that at least $10 million from the proceeds of any land sales or leases must be allocated for transportation-related projects, including the construction of a parking garage and maintenance of public pathways. Additionally, if the land ceases to be used for the intended purposes, it will revert back to the Massachusetts Department of Transportation, subject to existing laws and legislative approval for any future disposition.
