Notably, the bill exempts this redevelopment project from various general and special laws governing the procurement and award of contracts related to public works, including specific chapters of the General Laws such as chapter 149, chapter 7C, and section 39M of chapter 30. However, it specifies that the acquisition or disposition of interests necessary for the project will still be governed by sections 26 to 27H of chapter 149.

The bill is designed to streamline the process for creating affordable housing and cultural spaces in the area, thereby addressing community needs while bypassing certain regulatory hurdles that could delay the project. It will take effect immediately upon passage.
