This bill authorizes the City of Westfield to convert a seasonal license for the sale of all alcoholic beverages to be consumed off-premises into an annual license for the same purpose. Specifically, it allows the licensing authority to convert one seasonal license currently held by SHIVA LAXMI INC, d/b/a Pleasant Street Market, located at 54 Pleasant Street, into an annual license. The converted license will still be subject to the regulations of chapter 138 of the General Laws, except for sections 17 and 17B, which are explicitly excluded.

Additionally, the bill stipulates that the converted license cannot be transferred to a different location but can be granted to a new applicant at the same location if they provide proof of good standing with the department of revenue and the department of unemployment assistance. If the license is terminated, not renewed, or otherwise becomes inactive, it must be returned to the licensing authority, which may then grant it to a new applicant within three years under the same conditions. Upon issuance of the new license, the licensee must also return their existing license for the sale of wine and malt beverages not to be consumed on the premises.
