The bill mandates the Massachusetts Department of Transportation, in collaboration with the Massachusetts Bay Transportation Authority (MBTA), to conduct a feasibility study for establishing year-round, daily commuter rail service between several Cape Cod towns (Falmouth, Bourne, Barnstable, Yarmouth, and Sandwich) and Boston. The study will assess various factors, including projected capital costs for upgrading rail lines and stations, the development of an operating and maintenance plan, the potential for high-speed rail service, environmental impacts, and funding sources. The findings of the study are to be reported to key legislative committees within nine months of the bill's effective date.
Additionally, the MBTA is required to produce a schedule for potential year-round service between Buzzards Bay station and South Station, with an intermediate stop at Wareham Village station, within twelve months of the bill's effective date. The schedule should align with local commuting patterns, and if deemed feasible, the MBTA must operate at least one AM and one PM peak trip on this route each weekday.
