Furthermore, the bill establishes a framework for a Good Neighbor policy aimed at educating flight school owners, instructors, and pilots about the noise impact of airport operations on nearby residents. The Division will provide guidance for developing this policy, which includes distributing written copies to pilots and ensuring visibility in pilot areas. Each applicant for a badge at BVY will also receive a copy of the Good Neighbor Policy. The provisions of this act are set to take effect on January 1, 2027.
