This bill authorizes the city of Salem to grant an additional license for the sale of all alcoholic beverages to be consumed on the premises at Gulu-Gulu Cafe, located at 247 Essex Street. This new license will be granted notwithstanding section 17 of chapter 138 of the General Laws and will be subject to all other provisions of that chapter. The bill stipulates that the license can only be exercised in designated areas of the cafe and cannot be transferred to another location, although it can be granted to a new applicant at the same location under certain conditions. Additionally, if the license is terminated or not renewed, it must be returned to the licensing authority, which may reissue it within three years.

The bill also includes provisions for the conversion of an existing license for the sale of wines and malt beverages, which must be returned to the licensing authority upon issuance of the new license. The city of Salem may charge a fee for this conversion, with options for payment plans available to qualified applicants. Furthermore, any fee collected that exceeds the annual renewal fee for similar licenses will be directed to the city's economic development account. Notably, chapter 67 of the acts of 2008 is repealed, and this repeal will take effect on January 1, 2027. The act will take effect upon its passage, except for the specified repeal date.
