Each RTC is required to maintain detailed records and report on their expenditures, with strict limitations on how funds can be used, including a prohibition on spending for travel, entertainment, or equipment purchases. Additionally, an independent audit of each RTC's expenditures will be required to ensure compliance with the established guidelines.
