This bill amends Chapter 176G of the General Laws to mandate that health maintenance contracts provide comprehensive coverage for habilitative and rehabilitative stuttering speech therapy treatments. It defines essential terms such as "habilitative services," "rehabilitative services," and "telehealth," and stipulates that coverage for these services must not be subject to any maximum annual benefit limits, restrictions based on the type of medical condition, or utilization review requirements like prior authorization. The bill ensures that both in-person and telehealth services are included, with telehealth coverage required to be at least equivalent to that of standard health benefit plans.
Additionally, the bill allows telehealth services to utilize any compliant communication technology, application, or platform while adhering to privacy regulations under the Federal Health Insurance Portability and Accountability Act. The provisions of this legislation will apply to all contracts that are entered into, renewed, or amended on or after January 1, 2026, thereby enhancing access to necessary speech therapy services for individuals with speech-related challenges.
