The proposed legislation aims to establish a "Nature for All Fund," which will receive a portion of state tax revenues from the sale and use of sporting goods, recreational vehicles, and golf courses. Initially, the fund will be credited with 50% of these tax revenues, with the percentage increasing to 100% after July 1, 2028. The fund will be utilized by the Executive Office of Energy and Environmental Affairs for various natural resource conservation efforts, including the protection of drinking water, restoration of land, and the creation of parks and outdoor recreation spaces. The fund will also accept public and private donations and will not be subject to certain fiscal constraints.

A 15-member board, known as the Nature for All Board, will oversee the fund, comprising state officials and public members appointed by the Governor, including representatives from underserved communities and indigenous peoples. The board will be responsible for establishing guidelines for fund expenditures, ensuring alignment with environmental justice principles, and promoting affordable housing development. Additionally, the Executive Office of Energy and Environmental Affairs will be required to submit an annual report detailing fund expenditures related to environmental justice populations. The legislation is set to take effect on July 1, 2027.
