The proposed bill establishes a pilot program for therapeutic psilocybin treatment centers across five locations in Massachusetts: western Massachusetts, central Massachusetts, the North Shore, the South Shore, and Metro Boston. These non-profit centers will provide psilocybin treatment for mental and physical health needs, with the Department of Public Health responsible for creating rules and regulations for their operation. Entities eligible for licensure must be run by trained medical professionals and receive local board of health approval before applying. The centers must meet specific requirements, including providing a suitable treatment space, adequate staffing, education on psilocybin treatment, and ensuring affordability for patients.

Additionally, the bill includes provisions to protect individuals involved with licensed therapeutic psilocybin centers from criminal charges or civil penalties related to their participation. An advisory committee will be formed to guide the Department of Public Health in establishing regulations and to study the potential decriminalization of psilocybin for certain medical conditions. The committee will consist of various stakeholders, including health professionals, veterans, and individuals with experience in psilocybin use. A report detailing the pilot program's outcomes will be submitted to legislative leaders within 18 months of implementation and annually thereafter.
