The Center is required to conduct a review and evaluation of mandated health benefit bills upon request from the House or Senate committees on ways and means, and to report back within 180 days. If the Center fails to meet this timeline, the committees may proceed without the Center's evaluation. The Center must also make its analyses publicly available on a searchable website.
Additionally, the bill specifies the components that the Center must analyze when reviewing mandated health benefit bills, including public health impacts, medical impacts, financial impacts, and legislative impacts. It mandates that the Center issue a comprehensive report every five years on the cost and public health impact of existing mandated benefits, in consultation with the Department of Public Health and the University of Massachusetts Medical School. The Center is also empowered to propose legislation to amend or repeal mandated benefits that do not meet current standards of care.
