The bill amends Chapter 15A of the General Laws to establish a substance abuse recovery housing program at public institutions of higher education where at least 25% of undergraduate students live on campus. This program aims to create a supportive, substance-free dormitory environment tailored to the unique challenges faced by recovering students. It will offer various support services, including trauma-informed counseling, mentoring, and peer support. Institutions may designate specific areas within dormitories for this program.
Additionally, the bill allows public institutions to provide training on the administration of opioid antagonists and overdose response to students, faculty, and staff, ensuring that opioid antagonists are accessible to trained resident assistants for emergency situations. Institutions are also encouraged to seek funding from various sources to support the implementation of the recovery housing program and related training. The Department of Higher Education, in collaboration with the Department of Public Health, is tasked with developing regulations and guidance for the execution of this initiative.
