The bill mandates the executive office of health and human services to establish an interagency working group tasked with analyzing the feasibility and strategy for claiming Title XIX federal financial participation (FFP) for MassHealth services provided to students at Massachusetts state colleges and universities. This includes students of all ages, particularly those with intellectual disabilities, developmental disabilities, and autism spectrum disorders. The working group is required to consider both programmatic and administrative federal claiming, as well as the needs of students under and over the age of twenty-two, including those who are dual eligible for Medicaid and Medicare.
The working group is expected to publish a report by April 1, 2027, which will be submitted to the joint committee on health care financing and the joint committee on higher education. This report must include financial estimates of potential additional revenue, an analysis of challenges and opportunities, and a high-level workplan for pursuing the identified additional revenues.
