It establishes the Agricultural PFAS Relief Fund to assist farmers affected by PFAS contamination and the Agricultural Fertilizer Purchasing Fund to support farmers facing increased fertilizer costs due to PFAS regulations. The bill also prohibits the application of biosolids on land and the sale of fertilizers containing biosolids, ensuring that manufacturers certify their products do not contain such materials. Furthermore, it mandates various state departments to develop and implement regulations by specific deadlines, with a comprehensive statewide master plan required to be completed by June 30, 2027, and certain sections of the law taking effect by June 30, 2028.
