The proposed bill establishes a special legislative commission known as the underground railroad, civil rights and black heritage museum and cultural center task force in Springfield. This task force is tasked with studying the creation of a museum and cultural center aimed at addressing the historical impacts of slavery and discrimination against African Americans, while also promoting regional tourism. The commission will review the history of slavery and civil rights in western Massachusetts and make recommendations regarding the center's location, potential partnerships, operational costs, and maintenance responsibilities.

The task force will be composed of various appointed members, including co-chairs from the joint committee on racial equity, civil rights, and inclusion, as well as representatives from the state legislature, the governor's office, and local organizations. The task force will have the authority to seek assistance from design and consulting firms and is required to file a report with its findings and recommendations by July 31, 2027.
