The bill amends Chapter 111 of the General Laws by introducing a new section that establishes the definition and operational standards for Medical Health and Fitness Facilities (MHFF). These facilities must create and adhere to specific protocols and safety standards, including written policies for member safety, emergency response procedures, and various health programs such as disease management and mental health referrals. A Medical Advisory Board, led by a licensed Medical Director, is required to oversee these programs and ensure compliance with safety protocols. Additionally, the bill outlines staffing requirements, including the need for qualified personnel in key positions such as Fitness Director and Operations Manager.
Furthermore, the bill mandates stringent cleaning and hygiene procedures, including the use of EPA-approved disinfectants and the installation of air decontamination units that comply with USDA standards. Facilities must also implement safety protocols, such as maintaining updated member contact information, training staff in CPR and emergency response, and ensuring the availability of Automatic External Defibrillators (AEDs). The Department of Public Health is tasked with producing an application and regulations for certification, which will be granted if the facility meets the outlined requirements and serves the public's health and safety interests. The certification will be valid for 24 months.
