This bill authorizes the town of Pembroke to grant one additional license for the sale of all alcoholic beverages not to be consumed on the premises, specifically to South Shore Market and Deli located at 256 Church Street. The bill allows the licensing authority to issue this license notwithstanding section 17 of chapter 138 of the General Laws, while still adhering to the other provisions of chapter 138. The license cannot be transferred to another location but can be granted to a new applicant at the same location if certain conditions regarding tax and fee compliance are met.

Additionally, if the license is terminated, not renewed, or otherwise becomes inactive, it must be returned to the licensing authority, which has the option to reissue it to a new applicant at the same location within three years. The bill stipulates that the license must be issued within three years of the act's effective date, and if granted within that timeframe, it can be transferred to a new applicant thereafter under specified conditions. The act will take effect upon its passage.
