This bill authorizes the town of Milton to issue five additional licenses for the sale of all alcoholic beverages to be consumed on the premises, despite existing restrictions in sections 11 and 17 of chapter 138 of the General Laws. The licenses will be granted to establishments located within designated economic development zones, specifically the East Milton district, Central/Milton Village district, Curry College/Fuller Village district, Mattapan Station Area, and Route 28 Area. Each license will be clearly marked to indicate its specific zone and will be subject to the provisions of chapter 138, except for the aforementioned sections.

The bill outlines specific conditions for the issuance and transfer of these licenses. Licenses must be exercised in designated dining areas and cannot be transferred outside their initial zoned area, although they can be granted to new applicants within the same area if certain conditions are met. Additionally, if a license is terminated or not renewed, it must be returned to the licensing authority, which can then reissue it under the same conditions. All licenses must be issued within three years of the act's passage.
