This bill authorizes the town of Milton to issue five additional licenses for the sale of all alcoholic beverages to be consumed on the premises, despite existing restrictions in sections 11 and 17 of chapter 138 of the General Laws. The licenses will be granted to establishments located within designated economic development zones, specifically the East Milton district, Central/Milton Village district, Curry College/Fuller Village district, Mattapan Station Area, and Route 28 Area. Each license will be clearly marked to indicate its specific zone and will be subject to the provisions of chapter 138, except for the aforementioned sections.

The bill outlines specific conditions for the licenses, including that they can only be exercised in designated dining areas and that transfers of licenses outside their initial zoned areas are prohibited. However, licenses can be granted to new applicants within the same zones if they meet certain requirements regarding tax and fee compliance. Additionally, if a license is terminated or not renewed, it must be returned to the licensing authority, which can then reissue it under the same conditions.
