The bill amends Chapter 112 of the General Laws by replacing section 45A with a new framework for the licensing of limited registration dentists. It establishes that applicants must be at least 18 years old, possess good moral character, and provide proof of graduation from a reputable dental college. Additionally, applicants must demonstrate employment as faculty at an accredited dental college or as a dental intern in a recognized institution. Upon payment of a fee determined by the commissioner of administration, applicants can be registered for one year, with practice limited to five years unless they pass a clinical examination or are full-time faculty members.

The new section also specifies that limited registration allows practice only in designated hospitals or institutions under the supervision of a registered dentist. Full-time faculty members may engage in intramural group dental practices within nonprofit educational or research institutions. After five years of practice under the initial limited registration, applicants can apply for a special limited registration, permitting them to practice in private dental settings that accept MassHealth, under the supervision of a registered dentist. The board retains the authority to revoke limited registrations at any time.
