This bill authorizes the town of Westwood to reissue licenses for the sale of wine and malt beverages, as well as to grant licenses for the sale of all alcoholic beverages, provided they are not consumed on the premises. The bill amends existing laws by removing certain paragraphs from chapters 389 of the Acts of 2008 and 173 of the Acts of 2010, and inserting new provisions that stipulate the conditions under which licenses can be granted to new applicants. Specifically, it requires that applicants submit letters from the department of revenue and the department of unemployment assistance to confirm that their licenses are in good standing and that all applicable taxes and fees have been paid.

Additionally, the bill defines a "food store" as a grocery store or supermarket with a minimum retail floor area of 20,000 square feet, which sells a variety of food items and is not classified as a convenience or specialty store. The licensing authority retains the right to determine whether an applicant qualifies as a food store based on various factors, including sales volume and merchandise range. The bill also maintains the requirement that any terminated or unused licenses must be returned to the licensing authority, which can then grant them to new applicants under the same conditions. The act will take effect upon its passage.
