The bill introduces significant changes to the structure and function of the Medical Care Advisory Committee (MCAC), which will now be renamed the MassHealth Program Advisory Committee (MPAC). The new regulations, as outlined in the 2024 Access Final Rule, require the establishment of a separate Beneficiary Advisory Committee (BAC) and expand the scope of the MPAC to include broader policy development and effective administration of the Medicaid program. The MPAC must now include representatives from state or local advocacy groups, clinical providers, and other relevant entities, with at least 25% of its membership coming from the BAC. Additionally, the MPAC is mandated to meet at least quarterly and must notify the public of upcoming meetings at least 30 days in advance.
The bill also outlines a new member selection process for the MPAC, which will involve a Notice of Opportunity (NOO) to recruit approximately 12 individuals. Current MCAC members will need to apply through this new process, and members can serve non-consecutive terms. The changes aim to enhance the representation and diversity of the committee, ensuring it reflects the communities served by MassHealth. The MPAC will continue to meet jointly with the Payment Policy Advisory Board (PPAB), which will experience minimal changes aside from welcoming new members.
