The proposed bill establishes a special commission tasked with studying the legalization of Single-Stair Multi-Family Residential buildings up to six stories in Massachusetts. This commission will define the conditions under which these buildings can be legalized and will produce a building code amendment that includes measures to mitigate any unique health and safety impacts associated with single-stair designs. These measures will encompass general fire prevention strategies, such as the installation of smoke alarms, sprinkler systems, fire-resistant materials, and emergency exit plans, in accordance with existing regulations.

The commission will be composed of various stakeholders, including representatives from the housing sector, fire safety organizations, architectural bodies, and local government. It will build upon previous research conducted by the Harvard Joint Center for Housing Studies and others, focusing on the safety of single-stair buildings compared to traditional two-staircase designs. The commission is required to submit its findings and recommendations by July 31, 2026, to the clerks of the house and senate, as well as the joint committee on housing.
