The bill amends Chapter 140 of the General Laws by adding a new section, 151D, which addresses animal neglect. It defines "Animal Neglect" as the failure to provide the minimum standard of care for companion animals, including inadequate food, water, shelter, veterinary care, or maintaining an unsanitary environment. The bill also establishes the role of "Enforcing Authority," which includes law enforcement officers and animal control officers, who are empowered to petition the district court for orders requiring care for neglected animals or authorizing their removal.

The court is mandated to hold a hearing within 10 days of receiving a petition to determine if animal neglect has occurred and whether the person responsible can adequately care for the animal. If neglect is confirmed, the court may order the forfeiture of the animal, humane euthanasia, or mandate that the responsible person provide necessary care. Additionally, the court can order the removal of other animals in the person's custody and prohibit them from caring for any animals in the future.
