This bill authorizes the town of Scituate to issue four additional licenses for the sale of all alcoholic beverages to be consumed on the premises. Specifically, it allows the licensing authority to convert two existing seasonal licenses into annual licenses for Salt Marsh Winery and Split Rock Scituate, and to grant two new licenses to establishments located within designated economic development zones. These zones include the Harbor Business District, the Greenbush Driftway Gateway District, and North Scituate Village, with specific zoning criteria outlined for each area. The licenses will be subject to all provisions of chapter 138 of the General Laws, except for section 17.
Additionally, the bill stipulates that the licenses can only be exercised in designated dining areas and that transfers of licenses are restricted to ensure they remain within the specified zones. If a license is terminated or not renewed, it must be returned to the licensing authority, which can then grant it to a new applicant under the same conditions. All licenses must be issued within three years of the bill's passage, with provisions for renewal and transfer outlined for both existing and new applicants.
