This bill authorizes the Massachusetts Department of Transportation to convey a specific parcel of land in Stoneham to Wakefield Investments, Inc. The land, which was originally taken for highway purposes in 1958, is intended for the reconstruction of an off-ramp from Interstate 93 to Montvale Avenue and Maple Street. The parcel, described as a portion of Parcel 2-31 and measuring approximately 12,500 square feet, is landlocked and adjacent to the property at 100 Maple Street. The conveyance is deemed an emergency law to ensure immediate action for public convenience.
The bill stipulates that the consideration for the land transfer will be based on its full and fair market value, determined by an independent appraisal conducted by a qualified appraiser. Wakefield Investments, Inc. will bear all costs associated with the conveyance, including engineering, surveys, and deed preparation. Additionally, the secretary of transportation is required to submit the appraisal report to the inspector general for review, who will then provide comments and file a report with the secretary. This report must be shared with relevant legislative committees at least 15 days before the execution of the conveyance documents.
