The proposed bill establishes the Massachusetts Digital Navigation Commission, tasked with studying and recommending strategies to improve digital access equity through the recruitment and implementation of digital navigators. These navigators will provide individualized support to community members in accessing affordable connectivity, devices, and digital skills. The commission will consist of representatives from various state offices and organizations, including technology services, labor and workforce development, elder affairs, public health, and several community health and digital equity organizations.

The commission's responsibilities include assessing the needs of Massachusetts residents regarding digital navigation services, evaluating the impact of these services on health and quality of life, exploring funding methods for digital navigators, and establishing qualifications and standards for them, including a statewide credentialing program. Additionally, the commission will gather data on existing regional digital navigation initiatives to identify opportunities for improvement and efficiency. A report with recommendations, including any necessary legislation, is to be submitted within six months of the bill's effective date.
