The bill establishes a special commission tasked with studying and making recommendations for a statewide long-term services and supports benefit program in the Commonwealth. The commission will explore various aspects of the program, including its potential integration into the state disability insurance program, enrollment options for working adults, and the provision of basic insurance benefits for individuals with functional or cognitive limitations. Additionally, the commission will assess how the program can assist individuals in remaining in their communities by providing nonmedical services and supports, as well as addressing the financial burdens faced by adults with chronic conditions.

The commission will consist of 27 members, including key state officials and representatives from various organizations related to aging, healthcare, and insurance. It will review an independent actuarial study to inform its recommendations on program design, eligibility, benefits, and coordination with existing healthcare coverage. The commission is required to submit a report with its findings and proposed legislation within two years of the act's effective date.
