The commission is tasked with maintaining a delinquent list of licensees, which will be publicly accessible, and it outlines the process for licensees to apply for relief from delinquency due to significant business disruptions.

Additionally, the bill stipulates that no licensee may engage in transactions with those on the delinquent list unless full payment is made upfront. It mandates that once a delinquent licensee settles their debt, the notifying licensee must inform the commission to have their name removed from the list. The commission is also restricted from approving changes in ownership for licensees on the delinquent list until all debts are cleared. Violations of these provisions can result in fines up to $5,000. The Massachusetts cannabis control commission is required to update regulations to align with this act within one year of its effective date.
