This bill establishes a special commission tasked with investigating the strengths and sustainability of the Commonwealth's emergency food network, specifically focusing on food pantries within the Massachusetts Emergency Food Assistance Program (MEFAP). The commission will examine various aspects, including state support adequacy, workforce development, organizational sustainability, governance, and the capacity of food pantries to meet the needs of residents. It will also make recommendations on workforce training, policies for sustainability, assessment of food needs, and the implications of increased demand on funding.

The commission will consist of various appointed members, including representatives from state departments, food banks, and food pantries, as well as participants from diverse backgrounds. Meetings will be public, and the commission is required to file a report with its findings and recommendations within 18 months of enactment. The commission will dissolve 30 days after submitting the report unless a two-thirds vote extends its operation for a specified time.
