Similarly, the bill establishes rights for homeowners within homeowners associations to request permission for window installations aimed at reducing energy consumption. Homeowners must also provide written certification of intent and architectural compatibility. The homeowners association is required to respond within the same timeframe and cannot impose unreasonable restrictions. Like the condominium provisions, any conflicting recorded restrictions will be rendered unenforceable, and homeowners can pursue legal action if their requests are unreasonably denied. The bill is set to take effect 90 days after its passage.
