This bill aims to improve access to multi-user breast pumps for mothers of newborns who require special care. It introduces a new definition of a multi-user breast pump and mandates that the Group Insurance Commission, Medicaid managed care organizations, and various health insurers provide coverage for the rental and usage of these pumps for mothers whose infants are in intensive or special care nurseries, or who have conditions preventing direct breastfeeding. The bill specifies that the breast pump must be made available within 24 hours of the mother's hospital discharge and includes provisions for coverage of replacement parts, breast milk storage bags, and sterilization bags.

Additionally, the bill requires coverage for initial assessments and fittings by International Board Certified Lactation Consultants (IBCLCs), as well as ongoing support and refitting as needed. This comprehensive approach ensures that mothers have the necessary resources and support to successfully pump breast milk for their infants, thereby promoting better health outcomes for both mothers and their children.
