The bill aims to improve access to multi-user breast pumps for mothers of newborns who require special care. It introduces a new definition of a multi-user breast pump, outlining specific features such as durability, safety for multiple users, and the ability to support milk supply. The bill mandates that the Group Insurance Commission, Medicaid managed care organizations, and various health insurers provide coverage for the rental and usage of these pumps for mothers whose infants are in intensive or special care nurseries, or who have conditions preventing direct breastfeeding. Coverage must also include periodic replacement parts, breast milk storage bags, and sterilization bags, as well as initial and ongoing support from certified lactation consultants.
Additionally, the bill ensures that the multi-user breast pump is made available to eligible users within 24 hours of maternal hospital discharge. It amends several chapters of the General Laws to incorporate these provisions, ensuring that all relevant health insurance policies and contracts provide the necessary coverage for both the pumps and associated services. This legislative effort seeks to enhance breastfeeding support for mothers facing challenges with direct feeding, thereby promoting better health outcomes for both mothers and infants.
