The bill seeks to improve coverage for cognitive rehabilitation services for individuals with acquired brain injuries (ABI) by amending various chapters of the General Laws. It introduces a new section, 17AA, to Chapter 32A, which defines key terms related to ABI and mandates that health insurance plans cover medically necessary treatments such as cognitive rehabilitation therapy, neurocognitive therapy, community reintegration services, and related testing and therapy. The legislation prohibits health plans from imposing lifetime or unreasonable annual limits on treatment sessions and ensures that benefits cannot be denied based solely on the type of treatment facility.
Additionally, the bill requires health benefit plan issuers to provide adequate training for personnel involved in preauthorization and utilization review of ABI services, in consultation with the Brain Injury Association of Massachusetts. It mandates that practitioners and treatment facilities must hold the appropriate licenses and accreditations to deliver acute and post-acute care rehabilitation services. Similar provisions are included in amendments to Chapters 175, 176A, and 176B, ensuring comprehensive coverage for ABI-related treatments across various insurance policies.
