The bill amends Chapter 94C by adding a new section, 19G, which expands the role of pharmacists as healthcare providers. Under this new section, pharmacists are authorized to order, test, screen, and treat specific health conditions, including influenza, streptococcal infections, and COVID-19, as well as other public health threats identified by the department. The bill mandates the establishment of standard procedures for these activities and allows pharmacists to utilize tests that are waived under federal regulations. Additionally, pharmacists are permitted to delegate certain tasks to pharmacy technicians under their supervision.
Furthermore, the bill ensures that pharmacists will not face reimbursement denials from health benefit plans for services performed within their licensed scope, as long as these services would be covered if provided by a physician, advanced practice nurse, or physician's assistant. Insurance carriers and pharmacy benefit managers are required to create appropriate provider and consult codes to facilitate compensation for pharmacists' services. This legislative change aims to enhance access to healthcare services by leveraging the capabilities of pharmacists in managing public health concerns.
