The bill authorizes the town of Palmer to grant five additional licenses for the sale of all alcoholic beverages, despite the restrictions outlined in section 17 of chapter 138 of the General Laws. Specifically, it allows for three licenses for on-premises consumption at designated establishments, including Tables at the Farm, Don Juans Cantina Palmer LLC, and Ernestinas LLC. Additionally, it permits two licenses for off-premises consumption at Lukes Beer and Wine and Jane Alden Convenience Store. These licenses will be subject to all provisions of chapter 138, except for section 17.
The bill also stipulates that licenses for on-premises consumption must be exercised in designated dining areas and cannot be transferred to other locations. If a license is terminated or not renewed, it must be returned to the licensing authority, which may reissue it to a new applicant at the same location within three years. Furthermore, upon issuance of the new off-premises licenses, the licensees must return their existing wine and malt beverage licenses to the licensing authority. The act will take effect immediately upon passage.
