This bill authorizes the town of Palmer to grant five additional licenses for the sale of all alcoholic beverages, despite the restrictions outlined in section 17 of chapter 138 of the General Laws. Specifically, it allows for three licenses for on-premises consumption at designated establishments, including Tables at the Farm, Don Juans Cantina Palmer LLC, and Ernestinas LLC. Additionally, it permits two licenses for off-premises consumption at Lukes Beer and Wine and Jane Alden Convenience Store. The licenses will be subject to all provisions of chapter 138, except for section 17, and must be exercised in designated areas as certified by the licensing authority.

The bill also stipulates that licenses cannot be transferred to different locations but can be granted to new applicants at the same location under certain conditions. If a license is terminated or not renewed, it must be returned to the licensing authority, which may reissue it within three years. Furthermore, upon issuance of the new off-premises licenses, the licensee must return their existing wine and malt beverage license to the licensing authority. The act will take effect immediately upon passage.
