This bill authorizes the town of West Springfield to grant four additional licenses for the sale of all alcoholic beverages not to be consumed on the premises, despite the restrictions outlined in section 17 of chapter 138 of the General Laws. The specific locations for these licenses include Calabrese Market, Delaney's Market, KKK&P LLC (DBA The Country Store), and Ye Olde Butcher Shoppe. The licenses will adhere to all provisions of chapter 138, except for section 17, and cannot be transferred to different locations. However, they may be granted to new applicants at the same location under certain conditions, including proof of good standing with the department of revenue and the department of unemployment assistance.

Additionally, if a license is terminated, not renewed, or otherwise becomes inactive, it must be returned to the licensing authority, which can then reissue it to a new applicant within three years under the same conditions. The bill also stipulates that a license must be issued within one year of the act's effective date, and upon issuance of the license for KKK&P LLC, the licensee must return their existing license for the sale of wine and malt beverages. The act will take effect immediately upon passage.
