This bill re-authorizes the town of Swansea to issue up to six additional licenses for the sale of all alcoholic beverages to be consumed on the premises, specifically within the Swansea Mall Redevelopment Area. The licensing authority is granted the discretion to approve these licenses under conditions they set, and the licenses must be clearly marked to indicate their association with the redevelopment area. The bill stipulates that these licenses can only be exercised in designated dining areas and public rooms, and they cannot be transferred outside the redevelopment area. If a license is terminated or not renewed, it must be returned to the licensing authority, which can then grant it to a new applicant within the same area.

Additionally, the bill repeals Chapter 151 of the acts of 2019, which may have previously governed similar licensing provisions. All licenses issued under this act must be granted within three years of its effective date, although licenses originally granted during that period can be reassigned to new applicants thereafter. The act will take effect immediately upon passage.
