This bill authorizes the town of Swansea to issue up to six additional licenses for the sale of all alcoholic beverages to be consumed on the premises, specifically within the Swansea Mall Redevelopment Area. This is an exception to section 17 of chapter 138 of the General Laws, allowing the licensing authority to grant these licenses under specific conditions. The licenses must be clearly marked to indicate their association with the Swansea Mall Redevelopment Area and are subject to all provisions of chapter 138, except for section 17. The bill outlines the geographical boundaries of the redevelopment area and stipulates that the licenses can only be exercised in designated dining areas and public rooms as determined by the licensing authority.

Additionally, the bill includes provisions that restrict the transfer of these licenses outside the Swansea Mall Redevelopment Area and prohibits their sale or transfer by the licensee. If a license is terminated or not renewed, it must be returned to the licensing authority, which can then grant it to a new applicant within the same area. The bill also establishes a three-year timeline for the issuance of these licenses and repeals Chapter 151 of the acts of 2019. The act will take effect upon its passage.
