The Massachusetts Technical Rescue Coordinating Council, established under Chapter 217 of the Acts of 2018, is responsible for coordinating a statewide technical rescue response program. The Council is composed of the Secretary of Public Safety and Security, the State Fire Marshal, and five appointees from the Governor, including members from the Fire Chiefs Association and the Professional Fire Fighters of Massachusetts. The Council's functions include organizing technical rescue services, developing uniform standards and procedures, establishing cost recovery mechanisms, and administering the Technical Rescue Services Fund.
In its recent activities, the Council has made significant progress in various areas, including the approval of 14 Standard Operating Guidelines (SOGs) and the development of a training matrix that requires 88 hours of training across five main disciplines. The Council is also working on enhancing its application process for membership and assessing equipment assets across regional teams. Additionally, the Council is collaborating with the Massachusetts Association of Technical Rescue Specialists and Mass Task Force 1 to improve training and resource sharing. Recent legislative edits to bills S.1742 and H.2565 aim to transition the Council to an advisory role, placing the responsibility for state Technical Rescue teams and budget under the Department of Fire Services (DFS).
