The Town of Plainville has requested an amendment to its 2004 approval under the Interbasin Transfer Act (ITA) to modify its wastewater transfer from the Lake Mirimichi wellfield. The Town proposes to relinquish 0.1 million gallons per day (MGD) of the previously approved 0.4 MGD transfer, reallocating this volume to the Turnpike Lake wells and water treatment plant (WTP). The proposed changes will not increase the overall interbasin transfer rate, which will remain at 1.818 MGD. The amendment includes new legal language that specifies the current and proposed interbasin transfer volumes by site, indicating that the Turnpike Lake wells' approved ITA volume will increase from 1.418 MGD to 1.518 MGD, while the Lake Mirimichi wells' volume will decrease from 0.4 MGD to 0.3 MGD.

The Water Resources Commission (WRC) has approved this amendment, allowing the Town to adjust its interbasin transfer volumes while maintaining existing conditions related to the use of the Lake Mirimichi wells, which are currently not in use due to performance issues. The WRC will collaborate with the Massachusetts Department of Environmental Protection to update the Water Management Act permit to reflect the changes in the Lake Mirimichi wellfield's maximum daily capacity. Any future increases in the interbasin transfer rate will require further review and approval from the WRC.
