The Enhanced Outpatient Treatment (EOT) program, operated by the Massachusetts Department of Mental Health in collaboration with Eliot Community Human Services, aims to provide assertive community outreach and support to underserved behavioral health populations in the greater Metro North area. The multidisciplinary EOT team includes various professionals such as a Clinical Coordinator, Nurse Practitioner, Case Managers, a certified Recovery Coach, and a Peer Specialist. The program is designed to be accessible, with referrals not being insurance-based, allowing for a focus on personalized engagement based on individual needs. The EOT team employs a low-threshold approach to enrollment, enabling referrals from police departments and community providers, and has seen significant success in improving clients' access to benefits and reducing reliance on emergency services.

The EOT program has demonstrated positive outcomes for clients, with significant improvements noted from admission to discharge. Clients reported enhanced coping capacities, increased employment, better social skills, and improved legal statuses. The program has also seen a notable decrease in hospitalizations among clients. In 2023, EOT served a total of 36 individuals, with 85% of discharges being successful, typically transitioning clients to outpatient services or long-term outreach support. The program's emphasis on face-to-face engagement has resulted in over 80% of services being delivered in person, contributing to the overall effectiveness of the treatment provided.
