The bill outlines the Electric Vehicle Availability Projection Memorandum developed by the Massachusetts Clean Energy Center (MassCEC) to comply with Chapter 179 of the Acts of 2022, which mandates an annual projection of electric vehicle (EV) availability. The memorandum estimates that approximately 40,000 light-duty battery electric vehicles (BEVs) will be available in Massachusetts by the end of 2024, based on data from the International Energy Agency (IEA) and the Massachusetts Registry of Motor Vehicles. This projection specifically excludes Plug-In Hybrid Electric Vehicles (PHEVs) and Fuel Cell Electric Vehicles (FCEVs) and is subject to change due to factors such as consumer demand and supply chain issues.

To fulfill the legislative directive, MassCEC has also created an EV Webpages Program aimed at educating various audiences about electric vehicles and their availability. The program includes dedicated webpages for residential consumers, commercial entities, vehicle dealers, and Municipal Light Plant residents, along with a customer support service for inquiries. The memorandum serves as the first of its kind, with plans for MassCEC to submit similar projections annually each January, starting in 2025. The analysis conducted by MassCEC indicates that while the projected availability of BEVs is promising, actual numbers may vary due to unpredictable market conditions and dealership practices.
