The bill outlines the Electric Vehicle Availability Projection Memorandum developed by the Massachusetts Clean Energy Center (MassCEC) to comply with Chapter 179 of the Acts of 2022, which mandates the creation of an annual projection of electric vehicle (EV) availability. The memorandum estimates that approximately 40,000 light-duty battery electric vehicles (BEVs) will be available in Massachusetts by the end of 2024, based on data from the International Energy Agency (IEA) and the Massachusetts Registry of Motor Vehicles. This projection specifically excludes Plug-In Hybrid Electric Vehicles (PHEVs) and Fuel Cell Electric Vehicles (FCEVs) and is subject to change due to factors such as consumer demand and supply chain issues.
To fulfill the legislative directive, MassCEC has also established the EV Webpages Program, which includes resources aimed at educating various audiences about electric vehicles. The program targets residential consumers, private and commercial entities, vehicle dealers, and Municipal Light Plant residents. MassCEC will continue to provide annual projections each January, starting in 2025, to keep stakeholders informed about the availability of electric vehicles in the state. The memorandum serves as a good faith estimate based on current data, acknowledging that actual availability may vary due to market dynamics.
