The Massachusetts Department of Transportation (MassDOT) is proposing a new licensing fee for concrete aggregate manufacturers as mandated by M.G.L. c. 6C, ยง 79, established by Chapter 56 of the Acts of 2023. This legislation requires the Highway Division to create regulations for licensing individuals or entities that wish to mine, expand, excavate, or operate quarries and other aggregate sources for producing concrete aggregate. The regulations will include standards for maintaining an operations plan, conducting necessary testing, and submitting a geological source report signed by a licensed professional geologist.

To support the implementation of this licensing program, MassDOT plans to establish an annual fee of $1,500 per license, with the program set to begin accepting applications on November 1, 2025. The anticipated revenue from this fee is estimated at $225,000 annually, which will help cover staffing costs and the operation of the ePlace Portal licensing system.
