This legislation requires the Highway Division to create regulations for licensing individuals or entities that intend to mine, expand, excavate, or operate quarries and other aggregate sources for producing concrete aggregate. The regulations will include standards for maintaining an operations plan, conducting necessary testing, and submitting a geological source report certified by a licensed professional geologist.

To support the implementation of this licensing program, MassDOT proposes an annual fee of $1,500 for each license issued, with the program set to begin accepting applications on November 1, 2025. The anticipated revenue from this fee is estimated at $225,000 annually, which will help cover staffing costs and the operation of the ePlace Portal licensing system.
