The proposed bill outlines the establishment of a licensing program for concrete aggregate manufacturers by the Massachusetts Department of Transportation (MassDOT), as mandated by M.G.L. c. 6C, ยง 79, which was enacted through Chapter 56 of the Acts of 2023. This program will require any individual or entity seeking to mine, expand, excavate, or operate a quarry or sand and gravel operation for the production of concrete aggregate to obtain a license. The regulations will set forth standards and specifications for licensing, including the maintenance of an operations plan, conducting necessary testing, and submitting a geological source report signed by a licensed professional geologist.
To support the implementation of this licensing program, MassDOT will establish an annual fee of $1,500 for each license issued, with the program expected to begin accepting applications on November 1, 2025. The anticipated revenue from this fee is estimated at $225,000 annually, which will help cover staffing costs and the operation of the ePlace Portal licensing system.
