The proposed bill, titled "An Act relative to electricity reliability and capacity," mandates the Secretary of Energy and Environmental Affairs, in collaboration with the Department of Public Utilities and the Department of Telecommunications and Energy, to conduct a comprehensive assessment of the electricity transmission and distribution infrastructure in Massachusetts. This assessment is to be carried out within one year of the bill's passage and every three years thereafter. It will evaluate the current infrastructure's capacity to meet demand, its reliability during adverse weather and peak periods, its ability to integrate renewable energy sources, and any vulnerabilities that may exist.

Following the assessment, the Secretary, in consultation with relevant departments and the Massachusetts Clean Energy Center, is required to develop a plan within nine months to ensure the infrastructure can reliably and cost-effectively meet electricity demand. This plan will outline necessary policy and regulatory actions, including requirements for utility infrastructure upgrades, interconnection studies, and recommendations for state investments. The development process will involve public hearings and stakeholder consultations, and the final plan must be filed with the Joint Committee on Telecommunications, Utilities, and Energy for public inspection at least ninety days before any actions are initiated.
