The Massachusetts Department of Environmental Protection is required by Session Laws, Acts
of 2022, Chapter 126, line item 2200-0107 to complete a one-time report on a pilot program for
car seat recycling. The legislative language reads:
that not less than $200,000 shall be expended for the department of environmental protection
to develop and administer a pilot program for the recycling of child passenger restraints;
provided further, that the department may partner or contract with private organizations or
political subdivisions of the commonwealth to assist in the development or establishment of the
pilot program; and provided further, that not later than June 30, 2023, the department shall
submit a report to the house and senate committees on ways and means and the joint
committee on environment, natural resources and agriculture on data concerning the success of
the pilot program including, but not limited to: (i) usage rates; (ii) the number of child passenger
restraints recycled; and (iii) available demographic and equity data about the individuals
utilizing the program
