To the Honorable Senate and House of Representatives,
Pursuant to the provisions of Article II, Section 8, Paragraph 1, Clause (2) of the
Amendments to the Constitution, as appearing in Article LXXXIX of said Amendments, I am
filing for your consideration the attached legislation entitled An Act relative to further regulating
a certain alcoholic beverage license in the town of Southampton.
At the request of the Town of Southampton’s Select Board, I am filing this special
legislation to extend the deadline by which the Town may issue a liquor license to a particular
small, family-owned business located within the Town. Chapter 299 of the Acts of 2022
permitted Southampton to grant a license for the sale of all alcoholic beverages not to be drunk
on the premises to the business, Pure Food Market Inc., by no later than December 13, 2023. I
understand that, due to an administrative oversight, the license was not granted to the business by
that deadline. This legislation will provide the Town additional time to grant the license to the
business by extending the statutory deadline from December 13, 2023 to December 13, 2025.

An Act relative to further regulating a certain alcoholic beverage license in the town of
Southampton.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority
of the same, as follows:
1 SECTION 1. Section 1 of chapter 299 of the acts of 2022 is hereby amended by striking
2 out in subsection (d) the words “1 year” and inserting in place thereof the following words:- “3
3 years”.
4 SECTION 2. This act shall take effect upon its passage.
