Introduction
Pursuant to 8000-0313 of the FY24 Budget, the Office of Grants and Research (OGR) is pleased
to present this summary of the FY24 Automated Defibrillators Equipment Grant Program (AED)
application review process and the distribution of $165K to 80 municipalities, public colleges
and universities, and nonprofits across the Commonwealth.
OGR is a state agency that is part of the Executive Office of Public Safety and Security (EOPSS).
EOPSS is responsible for the policy development and budget oversight of the secretariat’s
agencies, independent programs, and several boards which aid in crime prevention, homeland
security preparedness, and ensuring the safety of residents and visitors in the Commonwealth. The
agencies that fall under EOPSS are:
• Massachusetts State Police
• Massachusetts Emergency management Agency
• Sex Offender Registry Board
• Department of Fire Services
• Department of Criminal Justice Information Services
• Department of Correction
• Parole Board
• Office of the Chief Medical Examiner
• State 911 Department
• Massachusetts State Police Crime Lab

In addition to managing and administering state-funded criminal justice, homeland security, and
traffic safety grant programs, OGR is the State Administering Agency (SAA) for federal grant
funding received by the Commonwealth of Massachusetts from the Department of Justice (DOJ),
Federal Emergency Management Agency (FEMA), and the National Highway Traffic Safety
Administration (NHTSA). In total, the agency manages more than $150 million in grant funds
annually. Additionally, OGR’s Research and Policy Analysis Division (RPAD), which houses the
Massachusetts Statistical Analysis Center, utilizes research and evaluation to promote public
safety in the Commonwealth by informing criminal justice and public safety policy. The goals of
the OGR include:
• Improving community safety and local preparedness by providing resources to
communities based on need;
• Investing in evidenced based innovative programs;
• Granting awards based on national and state priorities;
• Fostering collaboration across jurisdictions by delivering grant dollars with a regional

approach;
• Making funding decisions based upon research, empirical data, and best practices; and
• Ensuring the grant awarding process is transparent and in compliance with federal and
state guidelines.
This document serves as the report authored by OGR regarding the FY24 AED Grant Program
Program Overview
This initiative is being supported by state legislation authorized by Chapter 24 of the
Massachusetts Acts of 2021, An Act Making Appropriations for Fiscal Year 2024.
8000-0313…. that funds shall be expended for a grant program to be administered by the
executive office of public safety and security for municipalities public colleges and
universities and nonprofit organizations to purchase automated external defibrillators for
public safety and first responder vehicles; provided further, that priority shall be given to
municipalities with a population of not more than of 20,000 persons and to nonprofit
organizations; provided further, that not later than March 1, 2024, the secretary of
public safety and security shall submit a report to the clerks of the house of
representatives and senate and the house and senate committees on ways and means that
shall include, but not be limited to: (i) a list of the municipalities, public colleges and
universities and nonprofit organizations receiving grant funds; and (ii) the amount of
grant funds distributed to each municipality, public college and university and nonprofit
organization………………
OGR awarded appropriated funds through a competitive grant process, according to the
following timeline:
Availability of Grant Funds (AGF) Posted: October 20, 2023
Application Deadline: November 17, 2023
Awards Announced: February 2023
Project Period: February 2024 – June 30, 2024
All 351 Massachusetts cities and towns, 13 public colleges and universities, and nonprofit
organizations with emergency response vehicles were eligible to apply for up to $2,500 to
support the purchase of one (1) AED for use in an active emergency response vehicle that did not
already contain an AED or that was in need of a replacement device. In accordance with the
legislative language, priority was given to municipalities with a population of under 20,000 who
had not previously received similar funding and nonprofit organizations. Remaining applications
were given priority based on submission date.
Due to limited available state resources, funding for this program was reduced from $330,000 to
$165,084.70.

Competitive Application and Review Process
OGR received 269 proposals at or below $2,500.00 each for one (1) AED purchase per
municipality, public college or university, and nonprofit organization, with a total funding
request of $589,217.09.
Award recipients were selected based on the priorities set forth in the legislative language and
the posted AGF. Funds were awarded to all eligible nonprofit applicants and all first-time AED
municipality applicants with populations under 20,000 persons. The remaining available funds
were distributed to eligible applicants based on their early application submission (as funds were
available on a first come, first-served basis). State funding was depleted after awarding 80
applicants funds to purchase one (1) AED for an award total of $165,084.70.
Awarded Funds
Funds were made available (in the amount of the submitted quotes) to the awardees upon award
notification, for all equipment to be purchased and received prior to June 30, 2024.
