Re: Plan of Correction – MCI Norfolk
Dear Superintendent Lizotte:
The Massachusetts Department of Public Health, Community Sanitation Program (CSP) has received your Plan of
Correction in response to my inspection on March 14, 15, 18, 19, and 20, 2024. After review, the CSP finds the plan
appropriately addresses all of the violations noted in the report with the following exceptions:
1. Please provide the corrective action taken and estimated date of repair for the following violations:
a. Wall paint damaged in the cell in control area;
b. Floor surface left unfinished in Kitchen in Unit 1-1;
c. Soap scum on floor in 3rd floor bathroom in Unit 6-3;
d. Soap scum on walls in shower in Bathroom (between cell # 106 & 107) in Unit 7-1; and
e. Floor paint damaged in shower in 1st floor bathroom in Unit 7-3.
2. Your Plan of Correction (POC) does not provide a date of completion for the Inmate Bathroom near Tool Crib
handwash sink not located near toilet facilities which requires DRM funding. While the CSP understands you do
not have control over DRM’s allotment of funds, we cannot approve any item that does not identify a reasonable
time frame for repair. The CSP remains concerned with the uncorrected violation and asks you to provide a plan
describing the interim measures you have implemented to ensure the health and safety of inmates and staff. In
addition we ask to be kept apprised of the DRM funding progress.
3. In regards to the issue of overcrowding, the CSP appreciates the limitations of correctional facilities and the need
to accommodate the ever-increasing population; however we remain concerned with the overcrowded conditions.
